Is there any way of editing the champion bands on the shirt sleeves?

There's a way, but it's rather time-taking.

As you may know, it's possible to assign a face and a skin to each rider. If you add a champ band to the rider's skin and assign the rider to the skin in the DB, that particular rider will wear the champ band. You can also make some default ones, e.g. a champ band for USA and assign it to all the previous American champions - but that will also mean that all those riders will look the same.
