Is rider progression still tied to race type?

I'm coming from PCM7 to PCM9.

In PCM7, riders would only develop if they were riding the appropriate races. (HC+ for lvl 2, PT+ for lvl3, GT's + Monuments + Worlds for lvl 4).

While we don't see 1-4 for a level... is there something behind the scenes that would require an experienced rider to be at bigger races in order to develop... or is all that gone? Is there any reason for a Continental team to enter Pro Tour races aside from sponsor goals?
