Climbing points in Time Trial

Hello,

when I add a 4th categorie hill in a time trial stage the first rider passing this point gets the mountain points. In general this is the one who started first, this means the last one in the ranking.
In the Tour de France when there is a 4th categorie hill during a time trial stage the one with the best interim time gets the point, in general one of the best riders.

How is it possible to implement a 4th categorie hill in a time trial stage where the best on gets the points?
