Where is the stage editor?

Tried to put in the stage forum but got no reply. Where is the so called stage editor and manual that comes with the game? I can only find custom tour which doesnt let you edit the stage, just change the profile. Is there any tools neccesary for d/l?

Program Files/Cyanide/PCM/StageEditorApp_DX9.exe

Tutorial is called StageEditor_tutorial_EN.pdf
