Possible to Make Contract Offer in June?

My career is in June 08, and I'm getting the contract status re-cap messages indicating who's renewed their contract with their current team, and I've also noticed a couple of instances where a contract has been offered to a rider from a different team.

For example, it indicates that Astana has made a contract offer to Samuel Sanchez. However, whenever I try to reach out to a rider on a different team (using "Contact Rider" option) (that has no contract setup for next season; including Sanchez), it tells me that "talks with riders can't take place until July".

It doesn't seem fair that Astana can go after Sanchez in June, but I have to wait until July. Am I missing something? Is there some other way to make a contract offer other than using the "Contact" button on the rider's profile page?

Note: Keep in mind, this only refers to cyclists on different teams (than my own), I've been re-negotiating the contracts of my own team's cyclist since about May.

Astana can't go after Sanchez in June...
They can't sign him before July as you Wink

So, that means there is a bug or the message I received on the recap is incorrect. Has anyone else experienced this?

Not only did Astana make an offer in June, on June 19th Sanchez signed with Astana for next season. Nobody else is experiencing this?

It could be due to a contract problem - e.g. if there's a mismatch between the rider ID and the contract ID.

If it's not that, I have no idea. I've been simulating extremely many seasons lately due to the testing of PCM.daily's 2009 DB V3, and I'm still yet to see other teams trying to get new riders before July.

Thanks CrueTrue, I'll post a message in the database forum to see if anyone knows how to check this within the savegame tables.
