Hm,... this is a very interesting but also a very difficult question. Theoreticly it might be possible to add new area's (because you can alter some things in DB ), but I think it is impossible when you look at the practical side of it. Because having new rider area's implies that you need to 1) select a new region in the Scouting-tab, 2) have a Young-riders-tab where you can see your scouting results, 3) new flags for the corresponding countries, 4) a new tab in the Scounting page to select (corresponding the region added), et cetera. There are in other words a lot of graphical (and maybe even hard-coded, non-editable files inside the game itself) technicalities which need to be altered. And I think it's very hard to do so...

It would be very hard - if not impossible to add a new region for youth scouting as the riders are random generated and the technology behind it is only known to people who work in that area and have experience
You could give it a try though, I personally think you can get very far. But in the end, you have to add the region to the game, and that part is part of the engine...

PPDB did something different last year. they changed the scouting areas' riders.
for example: Australia -> Australian and New Zealander riders
New Zealand -> Asian riders.
Yes, something like that can be done in fact. You code and recode stuff in the Db and all the more easy editable files, while you stay away from all the hardcoded and engine stuff... It is not as nice as if you can actually add new regions, but it'll do!
