AI Breakaway logic

What logic do AI teams use to work out whether they let a breakaway go?

Even in grand tours it seems that on hilly 'breakaway' type stages half of the teams will chase anything more than 3 riders in a breakaway. This includes teams that dont seem to have any chance of winning from the peloton who then dont try to get in the break after chasing it.

Right, 3 is the magic number for breakaway. Above that, the peloton will likely chase.
I think this behavior came with PCM 2019. Sometimes in classics or mountain stages, the number could be higher. I remember PCM 2018 behavior was OK for breakaway.
