Can't create a U23 team

Hi everyone

I have a problem with creating a U23 team. No mater if i change the name, country, squad siza i cant create the team, and i have enough riders u23.. Does enyone know how to fix this problem?

Only possible at the beginning of a season if I'm not wrong
