Question about .cdb save files

I hope I'm asking in the right place but I've been using some of the editors (Fast, Lachis etc.) and I'm wondering how are these tools actually extracting the xml files from the .cdb files. Are .cdb files a common archive format in disguise or is there some .exe hidden away somewhere that will extract them or am I completely off the mark about how these files work?

it should be an archive format, as you can extract it also on a PC where you didn't install PCM

It seems there is an exe called 'DatabaseXML.exe' that is included with the stage editor download (as part of an actual database editor tool that doesn't work too well) that does the job.
