Where can I change age of decline of cyclists, cyclists of twenty-eight years their evolution begins to fall. I want to change it at the age of thirty-two.

As far as I know it isn't that easy. The decline is built into the year to year development. Maybe somebody else knows differently. If you just want to change one rider you can edit him back manually each year.
