Selecting TT Gear

Probably a stupid question that is in the manual (Though I don't remember reading about it), but when may I select TT Equipment? I was playing the PCMDaily DB v2.1 and I was unable to select TT Gear for the Time Trial that is in one of the Spanish Tours (Mercia I think). Is this how the game is supposed to work? Is it just an issue with this DB?

Oh and is it just me or are Time Trials way too easy?

It's because it's a Mountain TT then you can't select TT gear, select mountain gear instead.
