Can't extract Database file to /Pro Cycling Manager folder

Tittle pretty much says it all. I can't extract the file to the folder.
It is the 2017 PCMDaily Database. I have put the zip-file in the folder, but it won't extract. However, it lets me extract to Documents. it doesnt give me the oppurtunity to overwrite or merge. Just comes up with some random error message.
