When i plan my riders i almost only use weeks with hard training (+++) and breaks with no training. My riders only ride races if he has (+++) during race days, yet some of my riders end up with tiredness above 50 point. injured or sick riders don't ride races aswell.

I found this on PCM homepage:
NB: races are also taken into account in your rider's weekly activity: Each race day occupies 1/7 of his week, approximately 14%. If a rider has a race on each day of the week, it will be occupied to 100%, just like a week of hard training.

Is this a bug?

I realised what the problem was. When i reload my save some riders tiredness appear to be much higher than it really is, which is just a visual bug. After i have simulated a couple days the tiredness disappear.
