The problem with races such as European Championships and Wolrd TTT is that the game doens't provide a specific category for these races. Thus if they are to be added one would have to assign them another category e.g. 1.HC or classic/monument. You would also have to make the appropriate changes in sta_program_info in order for the desired riders to participate in the races.
