When you get offer from new sponsors in career mode, is it the same sponsors that you can choose when starting a custom team?

I have another question regarding sponsors.

Is it completely random which sponsors you get an offer from? Because I play with a team with a Norwegian sponsor and only Norwegian rider, but I only get offer from Italian sponsors (together with my current sponsor ofc). Third year in a row that has happened now..

I want a bigger budget for my team, but still have a Norwegian sponsor..

Can someone please explain how this works? And what happens with the sponsor objectives if I change to a sponsor from another country?
