PCM stage and database editor

Hello
I have just bought PCM 2018 on steam. I want to use the Database and Stage editor program, so I install it under "library" and then "Tools". When I have downloaded it succesfully, I can't open it. When i double-click on the program a dialog box pops up instead.

In the dialog box it says: There was an unavoidable exception in the program. If you click "fortsæt", the program ignores the error and tries to continue. If you click "afslut", the application will close immediately.

The C: \ Users \ Lasse \ AppData \ Roaming \ Pro Cycling Manager 2018 \ Config \ lang.xml file was not found

Please help
