Go to (C: )/Program Files/steam/steamapps/common/Pro Cycling Manager 2017/3D/Cyclists/Cloth/Team and go into the folder of the team you want to add the jersey, for example for BMC you go into 17bmc and replace 17bmc_maillot with the new one with same filename (even if my example with BMC is not the most suggested for this Pfft )
