New divisions in database

There is a problem with editing .cdb file. I can create new divisions (Continental & Amateurs in addition to Top & Pro Continental), but I can't tune promotion/relegation rules: or there aren't such tables, or I did not find it... Does anyone know, is it possible or game does not allow it? Thanks for help!

P.S. I'm using full & fast editors.
