Control of other riders in Pro Cyclist Mode

I am 5th guy stats average wise in my team and i took 3 people as helper to the vuelta.
To my suprise after my main helper Omar Fraile got some mountain points i cant control him half of the time. Did i do something wrong or is the teammate request thing worth nothing. Also why cant i do effort control of riders that are not my guy?

These things are pretty much the whole reason why i prefer career over pro cyclist cause its so taxing to do the effort trick to get my riders to work with me.

You can. Its called career mode.
