I need my cyclist be a natonial champion (in Lachi's Editor). Is that possible? And how?

Yes, you just need to change the gene_i_champion_bit value of your rider when editing dyn_cyclist. You need to input 32 if you want him to be a road race NC and 16 if you want him to be the ITT champion. It won't cause huge problems, but maybe it'd be good measure to also edit the champion bit for the current national champion of whatever nationality your rider is.
Input 2 to make him a former RR national champion or 1 to make him a former ITT NC.

You're better off using the excel editor (you can find it in the PCM 16 download section, but it works for virtually every recent PCM) for that task. You can delete pretty much everything you want in a few seconds with it - as long as you know what you're doing.
