Custom team- Young riders

Hi guys, last pcm I played was 2012 or 2013 and I remember a cool feature. You could scout some of the newly generated riders when creating a new team and sign them. Was this feature removed throughout the years? I'm thinking about starting a small development team but my un-ability to find this thing is making it kind of complicated.

Yeah its gone, Was a great feature. Still play 2014 for just that reason .

The more Reports you got on young riders the less your Budget was. It was great

Hi, just a more general question about youngs and their development. I see that when their contracts expire you have to propose theim new contracts in the same way as if they are not cyclists in your team. If I am not wrong, there is not a sort of "loyalty" when you propose them a new contract.
So, my question is: what is the reason to build a team of young riders? There is not the risk to see them grow up and then fly away just when they are ready to be champions?
