Is the speed for effort same regardless of rating?

Simply put, it feels to me that regardless of relevant attributes, two riders going at the same effort will go at the same speed. in previous games it felt like the speed on free effort was determined by both relevant stats and effort. In this game it feels that effort determines the speed and the stats determine how long the speed can be held for. Thoughts?
