Stage editor - not availble in steam tools anymore?

Is it possible that you can no longer download the Stage editor if you only own PCM15 (and not 16). it doesn't show up in Steam tools....

IIRC it wasn't a steam tool until this year (PCM16), so I think it should just be on your hard drive.
