One man team issue

I want to make one man teams, and have races, every man for himself. All the riders and teams are fictional. The problem is that every time I launch the race, many riders are not signed up for the race. I thought this wouldn't be an issue because they are the only rider on a team that's signed up. I'm using PCM Fast Editor, and I've tried these things:

1. In the "Cyclists" tab, I've changed every rider's "Race" to Santos Tour Down Under (that's the race I'm testing on). Still the problem is there

2. Changed every rider's "State" to INRACE, because FREE didn't work. Neither works, so I set it back to FREE because that's default

3. Checked every rider's "Selected In Roster". I thought it would select them to the race, but the problem still continues

4. On "STA_race" I put all the 18 one-man teams I'm using in gene_ilist_fkIDteam

About 3/18 teams signs up for the race when I start it, and on the teams preview it only shows 2 teams, even if there is 3 riders in-race.

Is there anything I should change? What other things should I do to make all the riders join the race?

I think you should also change DYN_Team_race. Not sure on the exact rows and columns there, but I think it's possible to change startlists there in a career.
