TDF 2016 startlist problem

Is there possible to create a startlist for playing TDF 2016 with the real riders? I've read that you can't create one using other DB that is not the default one, or am I wrong?
I tried to solve the problem by creating a DB, in wihich I removed the riders that won't participate on the Tour, but it crashed on 3D...
Can it be done? If not the startlist, an DB?

You can do it with PCM fast editor and it will work.
