who remembers if team obbjectives cahnge year by year for each team?

Yes as fra as I remember that has always changed. If you are talking about the goals you need to meet to increase budget

I am pretty sure that they always did.
I can't remember if I had exactly the 2008 version, but would be strange if they did not in that version when they did in any other version i have played.
