Re-scout a rider?

Anyway we can re-scout a rider?In the first season I worked with a crap scout, who gave me crap reports. Now I have a good scout Id like to rescout him to see his real potential but it doesnt look like we can, anybody has found a way around that?

Scouts are useless either way. Waste of money, usually inaccurate reports and to be fair, it takes a year to scout a rider completely.

Scouting in PCM 2015 is very different than pcm 2014...
