Stages with crowds and buildings

When I play pcm 14 I have no crowds or buildings yet I see videos of people playing the game with such? How do I get that type of realistic graphics?

In the graphic options there is something like "road sides".

When you don`t see anything like this in any stage, it`s always the graphic settings.
