Have less than 30 riders (CWT-Team), still can't make new contracts

Hi,

I have less than 30 riders in my CWT-Team, but still I can't make new contracts. PCM12 is telling me I have to release Riders to have less than 30 riders to hire new ones. Maybe I messed something up with Lachis editor? Is there a way to fix this problem?
