will a rider always reach his limit?

I've been messing around with the editor and saw you could change both the value and the limit of a rider's skill. will your rider always reach this limit no matter what? Or does it depend on how you train him? One would think it is the first option, but I'ld rather ask just to be sure.

for sure, if you don't train the rider, he won't reach his limit. The limit is like the maximum he can reach, if trained.

Until this year, they always reached the limit, faster or slower with a trainer, but always. Now, the whole progression system is changed, and accordingly to jesleyh, they may not reach the limit.
