Number team/riders worlds

Hi guys,

I was wondering how many teams and riders are allowed to ride the world championships?
Becvouse in the V0.8db South Africa has a national team but they don't ride in the U23 or in the championships so I thought maybey it is becouse of the team amount (they are the team with te highest number) or rider count.
