used as scouts?

Good friends, can someone explain me how scouts are used in this edition? thanks

Not sure what your question means. They scout people and tell you estimately the potential of riders. They randomly scout riders if not given instructions to scout a specific rider (you can do this when you open the context menu of a rider). Once a year in February you are given the option to intensive scout riders which gives you a feedback on their growth potential in specific areas. Yeah, the new scouting system pretty much sucks.
