Do the stats not change whether the scouts thinks the rider is a no hoper or a future great etc? A scout with greater stats might recognise potential better than worse scout?
"No hoper", "future great" and whatever they are called are not linked to potential as far as I know. I always edit my scouts to have 10 in all stats but still the potential in the database never matches the estimation from the scouts.
It might be linked to the maximum potential of certain rider stats like MO, HI or SP but even then, the estimation is wrong most of the time.
As far as I've observed future great, no hoper etc. are todo with how much the stats will grow by, not how good they will eventually be. E.g. A rider who starts off in the low 50's might be tagged as a future great by scouts because he can grow by 12 points on his main stats but he still might only end up around 70 or less.
And a rider could start mid to high 60's and be tagged as worth watching and grow 4-6 points in his main stats to end up low to mid 70's.
That said I've never actually tested it but it seems to hold true.

Anyway, it is worthless if you want to find a real "future great".
The best solutions to find great young riders are:
1. Look in the U23 races and then scout the rider
To do this, you need to send a scout into that region.
2. Scout the the young riders, which have been found by your scout
MO, HI, COB or TT should be 70 already or better, else he will never be winner. SP should be even higher so that he can possibly become the next Cavendish.
3. Lookup the potential in the DB
The potential should be 6 or higher. Or MO, HI, COB or SP potential should be above 80.
