Hmm, probably you either placed it in the wrong folder or you didn't rename it.
Well:
1. Put it into game folder/gui/team_shirt
2. Rename it to (3lettersteamid)_minimaillot.tga, it will work anyway.
If you were aiming to the main jersey:
1. Put it into 3d/cyclist/cloth/team/*3lettersteamidfolder*/
2. Rename it to (teamid)_maillot.png
If you can't still see it, you probably still didn't add that team to a DB. Look for the tip on how to create a team by lluuiiggii, you can find it in the tips & tricks section of the site

Your main shirt shouldn't be the 455×323, but 910×626PNG. This is why it doesn't show up in-game
