Stupid Transfers - Too Good Free Riders

I am playing with the pcm.daily DB. After the first season, many riders with an outrunning contract were not signed by a new team. of course there are always free agents, but I have Sagan there and maybe 100 more over AVG 70. What can I do?

Do I have to assign them myself every year again? That would be just annoying.
