I'm playing season with a continental team, Euskadi. The team in your first season have 10 cyclists. I tried to transfer on december four cyclists for the new season but on the new year i have only 2 of 4. I'm sure the 4 ciclyst accepted my offer (2 cyclists was without contract and the other two were young).
Why I have only two cyclists (the two cyclists without contract)?
Why the other two cyclists (the young) have in your description "team next season: Euskadi" and the are without team? I don't know if the next season these cyclists will come to my team.

If I remember correctly, young riders have to be contacted before the end of the racing season.
I think the reason is, that young riders only transfer to the professionals if the have a contract, and you can only sign professionals without contract at the end of the year. Or something like that.
Edit: You could go back in time and sign the young riders earlier. Copy a weeklysave which dated before the end of the season. You have to put it into the save game folder and load it in the game.
The save games would be here: my documents\pcm13\users\your name\database\solo\name of db\
The weeklysaves are on the folder with the same name, you should see it while navigating to your save game folder.
