Outbidding other team contract offers

I've been wondering how does the mechanism for accepting/refusing contract offers work. In DYN_transfer_precontract table I have found records like:

Is that what I think it means: a predefined offer to appear within the season with the amount which needs to be outbidded in order to sign the cyclist? In this example can I buy Majka if I offer him 81k, otherwise Cannondale will sign him?
