Is it intentinal that there are no advancements made in the second year?
I doubt its a DB issue, but i use the pcmfocus one and have set reliability and feeling to 100 on the third day of the first season.

It should have been fixed with the latest patch. Contact the official support if you have the latest patch and it still does not work.
