I got a problem with the R&D. I'm running the FDB v1.5 under the latest Patch (Got no reply in the database forum, tried it already) and played 3 seasons. In the 2nd season I got a frame contract with R&D, but when I started it, it wouldn't progress. Everytime I looked after it, the date starting the development was the current not the actual day... I played on hoping it would disappear next season, so I got a new contract had the options to choose the details, but after closing the game whitout ever making a decison about the development there wasn't any option left to klick.
So I thought, well start a new career, let's see if that works. In the first season I had a restricted R&D which worked just fine. I got to say that everytime a started a career I used a customn team. But now in 2nd season I got a R&D contract for wheels and the same problem.
Anybody else got the same problem ? Is there any solution ? Can I edit something or do I have to hope the problem will be fixed some times soon with the next patch ? Really like that addition to the game and would be happy if someone could please reply and resolve my problem.

I thought so too about the patch after reading the changelog, but obviously it didn't work out for everyone. After trying to read some french posts in the official forum it seems to me that many more people have the same problem also using the latest patch.
Do you think it would help to backup my savegames, reinstall pcm and continue my latest season ?
Re-installing will not delete your saves so you don't need to backup unless you plan to delete the pcm folder in my documents.
I doubt that the problem will be solved by re-installing but you can try it. Always install like this:
1. Game
2. Latest patch
3. databases or other packages
ok guys...i tested a bit and found a (provisionally) solution
you open the savegame with an editor...
go to: STA_equipment_model...
in row: value_i_state...
you search for the number "2219" and change it to "7747" that will skip your frame/wheel in the testing phase...but it will have no improvements so far...
I am still testing, and i will edit in this post, if there are changes...

I encountered this in PCM 15 as well for some reason (apparently I`m also the only one, considering I`ve found nothing about it on the newest game). Not sure if it applies to PCM14 as well, but hey - thought I`d mention it anyway. Perhaps it helps someone.
I`ve done some digging as well. Apparently the "number" Paul23 describes is the progress on how much research you have done for a frame/wheel. 7747 is the value for "finished research, ready for testing". Surprisingly the number for "Finished testing" is 6211, which is lower than the above number. I`d have expected it to be higher, but clearly my logic differs from the ones designed this.
Finish your test
Like how Paul23 described, change that value to 6211 instead of 7747. It avoids you having to go through the testing phase while it doesn`t do anything.
I`ve tried to make it simulate the normal process, but for some reason I cannot get the button "Continue R&D" to become active so you can click on it. Not with 7747 and not with 6211. It feels like this is being done in code rather than a setting in the DB, just like how you can`t define how far in the testing process you are. So unless someone can tell me how to enable that button and continue improving the product, the only way I see to actually get a better product is to cheat. And if you can change the value above, the rest of the process isn`t much harder.
Finalize your test
6211 finishes the testing phase, but since you cannot continue researching anyway and you`ll be defining the product yourself, you can skip this entire part. Just change the value to '3' and it will see it as a finished product. Remember to update the value_i_lastyear to your current year so you can see when it was delivered.
Create your equipment
In the table DYN_Equipment_techno, sort on IDequipment_techno and look for the highest number. Add a new row and give it the highest number + 1 (so if the highest number was 1546, your row will have 1547). Select your team and your equipment from the lists and keep in mind that they somehow decided to add 20 blank entries before they continue from wheels to frames. So make sure you scroll if you can`t find your particular equipment.
Next are the values. The row value_f_scores apparently gives you how good a piece of equipment is. The default seems to be 23 and if you`re doing development, you`ll notice that this value fluctuates between 22.000000 and 27.00000. I have not determined how much this has an influence, because whatever I did with this value it didn`t make things better than what it was at 23.
Next are the last two columns. These two determine the reliability and the feeling. Fool around with it a bit and see what suits your needs. The higher the number, the better, so pick your cheat and copy one from the others.
Finished? Then look up the row with your original equipment, select it and click the delete button. No use having two of the same in your game.
Cleanup
So. You have created a new piece of equipment supposedly by doing R&D. The only thing left is to actually be able to see and select this thing. So we hop over to the table STA_Brand and find the brand (Bianchi, Shimano, Zipp, etc) you have created. If everything had worked out properly, with the testing process going normally, it would have to be like this:
In the fkIDnew_techno you need to change the value to the number from the other table you have added. In my example above that would be '1547'.
Unfortunately, the process doesn`t do anything. So you can skip that and instead of '1547', just change it to '0', the value for when you`re not researching anything anymore.
That should do the trick. If I have missed anything or messed up somewhere, please post
Drawback
It looks like you`re not the only team experiencing this problem, or other teams are even worse at research than we are. I`m not entirely sure but when I looked at my wheels (which I had no research contract for) they had become progressively worse in terms of feeling, while their reliability has gone up marginally. Unfortunately, this already happened to me in the first season, so I can`t really comment on this aspect. But if you`re altering your DB anyway, keep this in mind in case other teams do research for your equipment.
In 2017 I noticed there wasn`t any piece of equipment listed as 2016 either, so perhaps they just never finalize their research for some reason either.
