I'm in my second season with MTN quebheka and I have a situation. I am in the red with my finances, and can't offer riders contracts for next year. I only have two riders on the books with contracts until the following year. Is there anything I can do? Or am I screwed?

You can edit the .cdb-file with an editor like Lachi's Editor (check the Downloads section) to adjust your balance.

Open <<Documents/Pro Cycling Manager 2014/Users/[username]/Database/Solo/[database name]/[career name].cdb>> with the editor and open the table GAM_career_data.

Adjust the column finan_i_solde to the desired amount of money you want on your bank.

Note that there still will be a limited salary budget for the next season, depending on your sponsor.

Inactive due to personal reasons.

What I've done to increase my budget:
Lower the wages of riders under contract next season. Increase the wages of leaving riders to a high amount.

This influences the amount you can spend for the season after. Note that you will need budget as well though.
