Bit of advice needed

Hey guys, need a piece of advice on a computer that would be suitable to run the game at its highest level of graphics and details possible. I don't know enough about computers or PC gaming to know what all the recommendations on steam mean so a bit of advice in the simplest terms possible would be much appreciated. I know this isn't exactly the place for this type of question but I didn't know where else to go to get the answers I need when my priority is pcm.

What exactly do you want to know? An explanation of the term used in steam?

I would just appreciate any pointers on what particular computer or laptop would be best for running pcm.
