Top teams with <20 riders?

Has anyone else had this problem?
I'm in the start of 2019 and most top teams had incomplete rosters. A lot of good riders were free agents so I just added them to teams that had room. Thou I didn't add them contracts, can that be a problem later?

I have the same problem! There are teams in the continental tear with 1-2 riders, and the protour teams usually have around 15-20 riders only. Ive been searhing this problem for a week now.
