I'm currently in 2017 with my game but there doesn't seem to be any good young cyclists.
Where could I find a list of best young riders I could add (like most promising neo pros that joined this year)?

All current neo pros are listed in DYN_young_cyclist in Lachis Editor. You can order them by potential or limit. There you can also a new rider, I think.
