I know this may sound a bit trivial, but on Mountain stages when the fans are at the side of the roads waving their flags, is there any way of changing those flags to something else ?

Yes, if you edit the _d files (textures) of them. These files can be found in 3D/People/Spectators/Running. The fans 2-3-4 have flags, so if you edit the _d.dds file you can change these flags to another country's flag or whichever image you want.
