Is there a way to make it so when you start a new game with a custom team you have more than 600,000 for wages? Thanks

Yes, you can use a program like Artmoney to modify the wage you get. (The one you can spend on either scout reports or hiring riders)
Though if you get over 600,000 wages for riders per month, you won't be able to renew/sign riders, since 600,000 is the absolute wage limit for a team in PCM...

In GAM_Career_Data you can edit your balance

In the Fast Editor go to Manager and in finan_i_solde enter the amount you want Wink

nope, that's only for PCM12, in PCM13 it's in GAM_Career_Data
