season end/year calculation and talents disappearing

me again Embarassed yet another difference, yet another (maybe dump) question ...
in PCM2008 i was able to scout some riders throughout few seasons till they turned pro
in my current career all (10) my scout's reports disappeared after season end/year calculation and scout was not able to scout any new talent (in fact he was scouting some Mullers/random guys, i fixed it with editor).
So i assume that talents are generated every year, and at the end of season noone continues in U23, just some of them will sign contracts, some of them will go to amatuers/free agents and rest (most) goes straight to the realm of forgotten.
My question is, is this random? or is attributes/potential taken into account (when talents are beeing trashed)?
so is there chance that some ubergood future Nr1 one year tdf,giro,vuelta winner will disappear forever no matter what if not signed?
please correct me (or confirm)
2) i had signed new talent already, but some pro team decided to sponsor him ... what will happen 25th of october? he will sign with me, right?
I'm looking for professional slovak team. Haven't you seen any? Pfft

If you have signed him he's yours. As far as I know, sponsoring a rider is more or a less a cosmetic thing and it does not really come into account at all, neither for rider development nor does it increase the chance of signing a rider.

As for talents disappearing: Not so sure about that. Two talents that I thought about hiring recently are on the free rider market and they both are quite good and have by now signed with other teams. At my old Volkswagen career (which went on for several seasons) I had to control the talents, since I didn't want too many uberriders starting to develop too fast, and I also think that most talented riders made the jump into the scene. As for less gifted riders I am not sure again (as usual) but I think some of them will disappear, otherwise the free rider segment would blow up like crazy (yet again, it's already too damn full).
