Reset Fitness Plan

Why I can't reset the Fitness plan of my riders.

It is possible to reset the fitness plan by right clicking the bars until they are at level one.

The reset button will reset the bars based on the races but only upwards, not downwards.

I thought that it could just be edited by changing the season Goals
