I think im going insane. I can't find the screen at which i allocate manager points anymore. How do i get to it? I know this is a really stupid question but it is bothering me quite a bit...

Manager points? You mean manager name, country, etc? Well, all of that except for the country (which was used to give you one of the options of national team) was useless Pfft Since the system for choosing national team has changed, that page is gone now. In PCM13, the national team options you're given will either be the nationality of team/sponsor or the nationality of the best rider of the team (excluding the riders from the same nationality as team/sponsor). It can easily be changed with an editor if you dislike the options though.

do the "skill points" no longer exist? like youth development or finance or whatever it was called?

Never seen that referenced as "skill points" Pfft Well, rider development speed and random potential can be set in the options menu. Not sure about finances.

the old pcms had actual skillpoints for your manager that you could upgrade with experience points. I guess they removed it then ^_^

Yeah, manager has been sort of useless except for the country since at least PCM09 Wink
