When (and possibly "how") to change the "class" of a race ?

Want to change things up a bit by promoting some races to World Tour status and demoting others. I have a decent handle on Lacchis editor by now, so i guess i can find out the how (but if anyone has an extra 2 minutes 2 explain it, all the better), what i´m really wondering is when to do it. The last day before the calendar switches ?

How: column fkIDUCI_class in STA_race (values in STA_UCI_class)
When: off-season (before 1st of January).
