I am in my first season and about 10 days away from the start of July. I have been negotiating with some current riders, but I have 2 questions.

1. How can I tell what my riders salaries will be next year. I am starting to get sponsor offers and I want to pick the best one.

2. How can I tell what my team will look like next year? I signed a few U-23 riders but I don't know how many riders I have.

The actual salaries can be verified in the finance overview (or however it is called)
Next years salary should be displayed when negotiating with a rider.

If you cannot remember which contracts you offered, then maybe you should start writing them down. But I am pretty sure that there also is an interface for that.
